Too much repetitious discussion. Often can't tell one chapter from another.
There are some very good ideas in this book, and it shines when Samuels refers to the economics of higher educations, especially in relation to tax breaks for the wealthy and class divisions. However, he makes a pretty big leap by asserting that large undergrad courses are not effective, and more that professors at research institutions can't teach effectively.
This book bucks the current trends in higher education by examining the current state of higher education, especially in California, and concluding that the answer is to make public higher education free. It really isn't so new an idea for those old enough to recall some history.
